Step 3: OK - take one of the other papers and cut 2 circles - one big and one smaller - place them opposite each other on the page. Cut the rest of the papers into strips - place some on top of the bigger circle and some on top of the smaller circle.

I'm assuming that the circles do not have to be entirely on the page? They can "hang over"?
